my opinion :
This satire is describing how people are unfamiliar with the floods. they even say "flood" is a "puddle". whether satire is intended for the government or to society, but neither of them could not be blamed. of course the government should continue to seek ways to cope with flooding, but even the government's efforts will not succeed without a change in public attitudes that do not throw garbage in drains and rivers, illegal logging, etc.
